Free, plain-language online course on AI basics, launched 2018 by the University of Helsinki and Reaktor (now MinnaLearn). Adopted EU-wide from 2019 to reach 1% of EU citizens; over 2 million learners in 170+ countries, translated into 26+ languages, EU completion averaging ~16%.
Elements of AI is a free, no-code introduction to artificial intelligence created in 2018 by the University of Helsinki and the technology company Reaktor (whose education arm was later spun out and rebranded as MinnaLearn). The course was designed to demystify AI for a general, non-technical audience in around 30 hours of self-paced study.
During its EU Council Presidency in late 2019, Finland offered the course free to every EU member state as part of a push to train 1% of European citizens in basic AI literacy. It was subsequently localized into more than 26 languages and rolled out, with local university and business partners, in 30-plus countries — Latvia launched first in May 2020, followed by Spain and Slovenia in April 2021, among others. The University of Helsinki has since reported the course surpassing two million registered learners across 170-plus countries.
Published country-level data illustrate both reach and its limits: participation reached over 21,000 people in Croatia (about 0.5% of its population) and over 7,200 in Latvia (0.4%), while course-completion rates across EU rollouts average around 15.9%, ranging higher in Luxembourg, the Netherlands and Italy (15–19%) and lower elsewhere — roughly 2% of the entire Finnish population has completed the course. Class Central rated it the top computer-science MOOC of 2019. Around 250 Finnish companies have also used it for staff AI upskilling.
