Euskadi's Catalogue of AI Algorithms — The Basque Country's Public-Sector Algorithm Registry

In January 2025, the Basque Government (Eusko Jaurlaritza) published the Catálogo de algoritmos y sistemas de IA del sector público de la CAE — a public catalogue of AI systems used across the Basque public administration. It was the first such register published by a Spanish autonomous community. The initial dataset covered 13 systems and is updated monthly as new algorithms enter production.
For each system, the catalogue publishes a standardised description: its purpose, the datasets it uses, how the data is processed, whether it requires human oversight, the responsible department, and the underlying technology. Early entries span clinical decision-support tools in healthcare, teaching-support systems in education, automated evaluation of housing-assistance requests, and inquiry routing at the Zuzenean citizen-service offices.
The catalogue sits inside a broader Data Governance Strategy that the Basque Government adopted in December 2023, and it is due to be followed by a dedicated regional AI strategy. The initiative won the 2026 Audaz Award for public-sector innovation and the government has opened a public channel for citizens to submit corrections or questions about listed systems.
The register is still small and young — 13 systems as of its launch, with no independent, published evaluation yet of whether the disclosures change how citizens interact with or contest these systems. Its value to date is as a transparency mechanism and a template other Spanish regions could adopt, not as a proven driver of measured public outcomes.
