Context

FONERWA, the Rwanda Green Fund, is based in Kigali and was established in 2012 as Africa's first national environment and climate investment fund, channelling domestic and international finance into competitively selected land-restoration, water-protection and clean-energy projects. In 2015, Rwanda's Ministry of Environment became the first national institution on the continent to be accredited by the Green Climate Fund (GCF), expanding its access to international climate finance.

Objectives

The fund aims to mobilise and channel climate and environment finance to competitively selected projects that address land degradation, protect watersheds, expand access to clean and off-grid energy, and create green jobs.

Activities

FONERWA finances more than 40 projects nationwide through a competitive selection process, spanning land restoration and agroforestry, watershed protection, and off-grid energy access programmes.

Results

The fund has mobilised approximately US$200 million across more than 40 projects since 2012. Reported outcomes include 19,500-21,000 hectares of land protected from erosion, 21,000 hectares of watersheds and water bodies protected, around 39,500 hectares of added forest and agroforestry cover, over 130,000 green jobs created, and off-grid energy access extended to between 25,000 and 57,500 households, depending on the reporting year.

Conclusions

Reported figures vary somewhat across sources and reporting years, particularly for off-grid energy access, and Evidoria's own review notes that biodiversity and fire-resilience outcomes are not evidenced, even though water/soil retention and governance are well documented.

Implementation

Indicative cost
Very high (> €5M) — The fund has mobilised approximately US$200 million across 40+ projects since 2012 — categorised as very high cost/scale relative to other practices in this set.
Time to results
Long (> 3 years) — Operating continuously since 2012 (14 years to date) as a standing national institution — categorised as long.

Conditions for success

  • Competitive project-selection process
  • GCF accreditation enabling access to international climate finance (since 2015)
  • Domestic and international co-financing

Common failure modes

  • Reported figures vary by source/year (e.g. off-grid household numbers range 25,000-57,500), suggesting inconsistent monitoring reporting
  • Biodiversity and fire-resilience outcomes not evidenced per Evidoria's own scoring
