Context

The Fundusz Ekspansji Zagranicznej (Foreign Expansion Fund, FEZ), managed by PFR TFI S.A. (part of the Polish state development group PFR), is a minority co-investment vehicle helping established Polish companies finance overseas acquisitions and expansion. Fund I ran from roughly 2016/2017 to 2023; a second fund ('FEZ 2') targeting around 600 million PLN launched in 2023.

Results

Fund I signed more than 20 investment agreements with a combined portfolio value exceeding EUR 100 million, always as a minority co-investor. Its best-documented case is Elemental Holding, which used FEZ co-investment across four deals in Lithuania, the US and Germany to expand into 35 countries, reaching 75% of revenue from international markets by 2023.

Conclusions

FEZ is a concentrated, high-value instrument rather than a mass-reach SME scheme: minimum ticket sizes of EUR 3-4 million mean it has reached only a few dozen companies in total. No independent financial-market audit or impact evaluation was found; the figures come from PFR TFI's own reporting and Polish business press.
