ICLEI – Local Governments for Sustainability: Bonn's Global Municipal Peer-Learning Network

Founded in 1990 in Bonn as the International Council for Local Environmental Initiatives, ICLEI broadened its mandate in 2003 to cover social equity, economic viability and governance alongside the environment. Its World Secretariat is based in Bonn, Germany's official 'UN City', and it now links over 2,500 local and regional governments in 125+ countries.

The network aims to let local and regional governments exchange climate-action practice directly with one another, rather than through national intermediaries, using regional offices, shared tools and dedicated convenings.

ICLEI runs regional offices such as ICLEI South Asia and ICLEI Africa, provides shared tools for greenhouse-gas inventories and climate action plans, and convenes events such as Daring Cities for direct peer exchange between member governments.

A quantitative study of 257 US member cities found that length of ICLEI membership was the strongest predictor of climate-milestone attainment, stronger than local socioeconomic or political conditions, though cities with higher air pollution and car dependency progressed more slowly. A separate six-city case study (Bulkeley and Betsill) across the UK, US and Australia found programme impact depended heavily on local political will, institutional support and available funding rather than membership alone.

The evidence supports ICLEI's role as a durable, large-scale knowledge-transfer vehicle between city governments, while also showing that peer learning alone does not guarantee implementation without local funding and political backing.
