Context

imec was founded on 16 January 1984 in Leuven, Belgium, as an autonomous non-profit spin-off of KU Leuven under a Flemish government programme to strengthen the region's microelectronics industry, starting with about 70 employees under founder Prof. Roger Van Overstraeten.

Objectives

imec's objective is to operate as a leading, industry-funded nanoelectronics and digital-technology R&D hub, transferring research into industry through partnerships and spin-offs.

Activities

In 2016 imec merged with the digital-research institute iMinds, broadening its scope from semiconductor hardware into digital technologies. It now partners with 600+ companies on R&D programmes, runs the imec.istart incubation programme, and produces spin-off companies; in May 2024 it secured a EUR 2.5 billion investment (EUR 1.4bn public, EUR 1.1bn private), backed by the EU Chips Act and the Flemish government, for a new sub-2nm chip pilot line in Leuven.

Results

By 2025, imec employed over 6,600 people from 90+ countries (4,000+ based in Leuven) and reported revenue of about EUR 1.2 billion, more than 75% funded by industry partners. Per the European Patent Office's Patent Index 2024, imec filed 203 patent applications that year (+8.6% year-on-year), making it Belgium's top patent applicant for a second consecutive year. imec's own registry lists over 100 spin-off companies created since 1986 and roughly 300 startups incubated through imec.istart.

Conclusions

imec's scale, revenue and patent output are well documented and cross-confirmed by independent sources, but its 'neutral, industry-funded' framing is complicated by continued reliance on Flemish and EU public co-funding for major capital projects such as the 2024 pilot line, and by past cooperation with Huawei and China's SMIC that imec has since 'drastically reduced' under US export-control pressure.
