ITRI — Taiwan's Industrial Technology Research Institute and the Origins of TSMC

ITRI, Taiwan's largest non-profit applied-research institute, was founded in 1973 to strengthen national industrial competitiveness by transferring technology from research into commercial production, beginning with a 1976 technology-transfer agreement with RCA that introduced semiconductor manufacturing know-how to Taiwan.
Rather than only licensing IP passively, ITRI directly incubates spin-off companies, transferring entire fabrication facilities, equipment, technology packages and trained research staff into newly formed firms — an unusually deep form of technology transfer compared to typical university patent-licensing offices.
ITRI's semiconductor programme spun off United Microelectronics Corporation (UMC) in 1980, transferring 4-inch wafer fabrication technology, and Taiwan Semiconductor Manufacturing Company (TSMC) in 1987, transferring fabs, equipment, technology and 98 professionals; TSMC pioneered the dedicated-foundry ("pure-play") business model and is now the world's largest contract chipmaker, while UMC became Taiwan's first listed semiconductor company in 1985. ITRI itself has been named to Clarivate's Top 100 Global Innovators list ten times as of 2026 and won 69 R&D 100 Awards over 18 consecutive years (2008-2025).
The TSMC/UMC spin-offs occurred more than three decades ago under different economic and government-investment conditions (including direct state capital) than exist today, and precise current-day patent/licensing revenue figures for ITRI were not found in the independently verifiable sources reviewed, so the practice's contemporary annual output is less fully evidenced than its landmark historical outcomes.
