Rwanda's RISA-run IremboGov platform, now covering 223 government services, added a Kinyarwanda/English/French AI chatbot for citizen support; independent analysis found applications grew 42% and direct online completion rose from 31% to 41% between 2022 and 2023.
RISA (Rwanda Information Society Authority) operates IremboGov, a one-stop digital portal for government services (birth/marriage/death certificates, health-insurance renewal, driving licences, traffic fines, land titles), covering 223 services by 2023 — more than half of all government services in Rwanda.
Reduce the share of citizens needing an intermediary/agent to complete applications by adding an AI chatbot able to respond in Kinyarwanda, English and French, providing instant guidance instead of routing every query to human call-centre staff.
Deployment of a trilingual AI chatbot on the IremboGov platform; a Voice AI Assistant for citizens with literacy/connectivity barriers described as under development as of March 2026; World Bank co-financing of Rwanda's broader digital-government build-out (Digital Acceleration Project).
Independent Cenfri analysis of RISA data found applications processed grew from 5.9 million (2022) to 8.4 million (2023), a 42% increase; the share of citizens completing applications directly online without an agent rose from 31% to 41%; uptake of the Mutuelle de Santé health-insurance service via the platform rose 59% (July 2022-July 2023). Irembo separately self-reports an 80% reduction in typical processing time (about 5 days to roughly 2 hours) across the platform, a figure not independently broken out by Cenfri. These figures describe the IremboGov platform as a whole, not the chatbot's isolated contribution.
