Description

In July 2026, Kazakhstan's Ministry of Labour and Social Protection piloted a new 'Digital Employment Service' model in the northeastern Pavlodar region, inverting the usual logic of public employment services: instead of citizens searching government portals for vacancies, an AI system scans employer workforce needs against individual profiles held in state databases and pushes personalised job matches directly to people, including for skilled trades and postings outside their home region. Matches are delivered through the eGov mobile app, the Enbek.kz labour portal, or SMS from the 1414 government service line, alongside suggested retraining or relocation support until the person is stably employed.

Labour and Social Protection Minister Askarbek Yertayev reported that 39,000 people received SMS job offers during the Pavlodar pilot and that 962 of them subsequently found work — summarised in his phrase that 'the person does not look for a job, but the job finds the person.' Independent reporting on the announcement noted an important gap in the ministry's own figures: officials did not show how many of the 962 hires were actually caused by the AI matching itself, as opposed to other job-search channels used in parallel, leaving the causal impact of the system unverified.

The government is proceeding on the strength of the pilot regardless: a second regional rollout was scheduled for the Mangystau region in western Kazakhstan in September 2026, with nationwide expansion across all of Kazakhstan's regions planned by the end of 2026. A related predictive-matching feature for the Aitu government messaging app, and an extension of similar algorithmic screening into social-assistance eligibility using existing government databases, were also announced alongside the employment pilot.
