The Department of Information and Communications Technology (DICT) of the Philippines launched eGovPH in January 2024 as a government super-app consolidating access to more than 1,300 systems across 200-plus agencies. At its core is the AI assistant 'Juan', built on Google Gemini under a DICT-Google Cloud Memorandum of Understanding.
To provide citizens with a single point of access to government services, with Juan offering guidance on service navigation, automated document data extraction, real-time multilingual translation across Philippine languages, and visual image identification.
eGovPH launched January 2024. By June 2026 the platform recorded 800 million transactions and 56 million downloads, averaging around 100,000 downloads per day. DICT plans to expand Juan's capabilities through integrated AI agents across all government digital platforms.
By June 2026, eGovPH's 56 million downloads surpassed by more than four years the 30-million-user target originally set for 2028, alongside 800 million recorded transactions.
Platform-level usage growth is substantial and well documented by DICT, but AI-specific impact of Juan on service resolution rates is not independently reported, and no published bias assessment, data protection impact assessment or model documentation exists for the assistant.
