Description

Košice 2.0 is one of eleven projects funded in the last Urban Innovative Actions call. The city leads with Creative Industry Košice (CIKE) and eight partners, with a total budget of about €4.56 million (ERDF). It targets low civic engagement, low trust in institutions and weak data-driven policy in a city of roughly 240,000 with above-average unemployment.
Components: a Citizen Experience and Well-being Institute (CXI), a Mobile Urban Laboratory (a digitally equipped van that maps public space and runs resident surveys), the Open Data Košice portal, the Bravo Hub (fab lab and co-working in the Kasárne Kulturpark), media-art installations and the 'Dare to Create' education programme, including a data-driven policy master's programme at the Technical University of Košice.
Reported outputs by mid-2023 (project journal): 3 open-call rounds supporting 36 citizen initiatives; a second accelerator cycle with 12 early-stage startups; a 24-hour hackathon with about 30 groups; a six-month 'Creative City' course for 20 municipal officers; Open Data Košice published 54 datasets within a year; the CXI had 6 full-time staff. The open-data platform received a municipal budget line despite wider cuts.
Honest caveats from the same journal: the Bravo Hub HVAC/electrical upgrade 'did not move forward at all'; the energy crisis pushed prices above budget and procurement had to restart; city leadership largely did not attend the Creative City courses; ownership is concentrated in CIKE, at a distance from the municipality; measuring life-satisfaction impact was hard during the pandemic and war; and upscaling is exposed to public spending cuts. The official page lists planned KPIs (programmes, infrastructure, target groups, satisfaction surveys) but no reported values against them. In 2022 the UCLG Agenda 21 for culture jury asked to promote it as a good practice.
