DE30The Socially Integrative City (Soziale Stadt) is a community-led neighbourhood-development scheme, federal since 1999 and refined in Berlin from 2001 through local Quartiersmanagement (QM) teams that manage Neighbourhood Funds for resident-led projects across education, employment, public space and participation.
Berlin's Social Urban Development Monitoring system ranks neighbourhoods on social-status and social-dynamics indicators (e.g. employment, population movement) to select and categorise intervention areas; QM teams then run a decentralised, resident-driven decision process.
Between 1999 and 2019 the programme funded 7,255 projects across 34 Berlin neighbourhoods (€472.1 million total, of which €223.6 million from the State of Berlin), including 400 microprojects in Körnerkiez; it is listed as a good practice by the European Regional Development Fund (2007-2013 period).
