Context

Lake Sevan's level fell roughly 19 metres between 1933 and the mid-1990s after Soviet-era diversion of its waters for irrigation and hydropower, driving the extinction of two of the endemic Sevan trout's (ishkhan) four subspecies.

Objectives

Armenia's 2001 law and state programme targeted lake-level recovery (a legislated 216cm rise within 10 years, toward a 1,903.5m legal target) and hatchery-based reproduction of the two surviving Critically Endangered ishkhan subspecies.

Activities

Delivered through the 'Sevan' National Park state authority with support from GEF, UNDP, the Asian Development Bank ($1.3m biodiversity grant) and the EU/Germany (via GIZ), using the Arpa-Sevan and Vorotan-Arpa water-transfer tunnels; a hatchery operational since 2013 releases 5,000-10,000 juvenile trout annually.

Results

The lake rose 380cm between 2001 and 2011, exceeding the legislated 10-year target of 216cm. The programme has sustained 10-15 temporary and 3-5 permanent jobs plus irrigation access for 30 households. Progress has since stalled: the lake reached just 1,900.80m in mid-2026, still short of the 1,903.5m legal target, after a 2010s 'lost decade' of near-zero gains.
