Context

The Slovak government approved the Landscape Revitalisation and Integrated River Basin Management Programme on 27 October 2010, following that year's destructive floods. The programme operationalises hydrologist Michal Kravcik's 'Blue Alternative'/New Water Paradigm: rather than large dams, it funds thousands of small, distributed water-retention measures built largely with local labour.

Objectives

Restore an estimated 250 million m3 of lost national landscape water-retention capacity over roughly ten years, using check-dams, infiltration ditches and pits, revegetated ravines and small ponds.

At the long-running demonstration site in the Rajec valley (Bioclimatic Park Drienova, 27 hectares), a previously seasonal streambed now runs year-round and cereal yields reportedly doubled within five years, alongside the return of a rare blue butterfly.

Conclusions

The site-level results are encouraging but anecdotal; nationally, the programme reached only about 4% of its decade-long retention target within the first 18 months, and most published progress figures are self-reported by the implementing government/NGO rather than independently audited.
