Description

Luxembourg talent attraction ecosystem is co-led by Luxinnovation (the national innovation agency) and ADEM (the National Employment Agency), in close coordination with the Ministry of the Economy and Ministry of Labour. The Talent in Luxembourg platform, relaunched in 2019, provides international professionals with a centralised relocation portal (housing, schooling, legal status), an employer partnership programme, and sector-specific talent pipelines in fintech, space technology, logistics, and digital health. Luxembourg processes new residency permits at a rate of approximately 20,000-25,000 per year; as of 2023, 47% of Luxembourg City residents are non-Luxembourgish nationals (STATEC). The fintech sector alone employs over 10,000 professionals, growing 8% annually (Luxembourg for Finance, 2023). ADEM Fast Lane programme for ICT profiles reduced average time-to-hire for internationally recruited tech workers from 90 to 52 days (ADEM 2022 Annual Report). The programme has onboarded 180+ employer partners. A Welcome Desk in Luxembourg City provides in-person guidance, processing approximately 4,500 appointments per year.
