Description

Built by Moldova's e-Government Agency starting around 2013 on an X-Road-style interoperability model, MConnect lets state institutions exchange citizens' and businesses' data with each other in real time, so people no longer have to submit the same documents to multiple agencies — implementing a legal 'once-only' principle for public administration.
The platform has scaled from an initial phase of 65 integration projects across 27 central public authorities to more than 500 connected public and private information systems today, supporting over 800 active data-exchange scenarios and a Semantic Catalogue of more than 220 standardised data assets that keep definitions consistent across government.
A 2023 performance audit by Moldova's Court of Accounts found that, while core preconditions for interoperability were in place, effective inter-agency cooperation, monitoring and follow-through on audit recommendations still needed strengthening to fully realise the framework's expected impact — an honest, independently documented caution rather than an unqualified success story.
