Context

In July 2023, Japan's Ministry of Education, Culture, Sports, Science and Technology (MEXT) published provisional guidelines on the use of text-based generative AI in elementary and secondary schools — one of the first national frameworks of its kind, setting out four core points: handling AI outputs with appropriate safety awareness, applying information-security measures, protecting personal information, privacy and copyright, and ensuring fairness.

Activities

Rather than issue static rules, MEXT paired the guidance with a 'generative AI pilot school' programme under its Leading DX School initiative: 52 schools were designated in fiscal year 2023 to trial generative AI in both classroom teaching and school administration, and the ministry published an end-of-year review of the resulting practical use cases.

Results

That review found real but mixed effects — pilot teachers reported that trial-and-error use of generative AI could raise student motivation and creativity, but also documented cases where students accepted AI output uncritically or could not judge on their own when it was appropriate to use, reinforcing the guidelines' emphasis on teacher-guided use.

Conclusions

MEXT used that pilot feedback, together with technological developments, to revise the framework, issuing a version-2.0 edition of the guidelines in December 2024 and continuing the pilot-school programme into subsequent fiscal years — an explicitly iterative, evidence-informed approach to national AI-in-education governance rather than a one-off policy document.
