Context

In September 2024, Ukraine's Ministry of Digital Transformation and Ministry of Education and Science piloted 'Mriia,' a free, voluntary school-management platform, in six regions deliberately including frontline cities, mountain villages and schools operating from shelters.

Objectives

Built with the EGAP Program, run by the Eastern Europe Foundation with Swiss funding, Mriia aims to automate school administration and, through pilot AI features, help close learning gaps highlighted by Ukraine's 2023 PISA results.

Activities

The platform automates calendar-thematic planning, timetabling, grade entry and encrypted Signal-based messaging between teachers, students and parents; an AI-powered test generator that drafts assessment items from lesson topics is running in pilot schools, with AI personalised-learning recommendations in development for 2026.

Results

From April 2025 the platform opened nationwide; by later 2025 it covered more than 2,800 schools across all 24 regions with 420,000 active users, who had issued 77 million grades, logged 8.4 million lesson topics and set 8.5 million homework assignments.

Conclusions

These are platform-usage figures self-reported by the operating ministries rather than an independent evaluation of learning outcomes, and the AI-specific features remain pilot additions layered onto an already-scaled administrative system.

Conditions for success

  • Swiss-funded EGAP programme technical delivery
  • deliberate inclusion of frontline, remote and shelter-based schools in the pilot
  • encrypted (Signal-based) messaging for safety amid wartime conditions
  • presidential-level political backing

Common failure modes

  • AI test-generator and personalisation features remain pilot additions with no efficacy data
  • usage figures are self-reported by the operating ministries, not independently verified
  • no independent measurement of student learning outcomes
