Description

Nakivubo Swamp is a papyrus-dominated wetland lying between central Kampala and Lake Victoria's Inner Murchison Bay. For decades it has intercepted stormwater and partially treated sewage effluent from Uganda's capital before it reaches the lake.

In 1999, economist Lucy Emerton's IUCN-commissioned study "The Present Economic Value of Nakivubo Urban Wetland, Uganda" calculated that the wetland's water-purification function was worth 2.3–4.3 million Ugandan shillings (roughly US$1,500–2,900) per hectare per year, with wastewater treatment accounting for about 90% of the wetland's total measured value. In aggregate, the study put the avoided cost of building an equivalent sewage-treatment plant at close to US$2 million per year, against realised benefits of US$1–1.75 million per year from the intact wetland.

The findings persuaded Kampala authorities to abandon plans to drain and develop the swamp, and the site was subsequently gazetted for protection. A follow-up 2016 World Bank-funded assessment (Anchor Environmental Consultants) revisited the site's rehabilitation costs and benefits as part of a wider green-infrastructure study covering Kampala, Dar es Salaam and Durban, estimating rehabilitation capital costs near US$53 million against significant ongoing regulating and recreational value.

Encroachment, industrial effluent and informal settlement continue to erode the wetland's treatment capacity, and later studies (e.g. Kansiime et al., Springer 2016) document measurable habitat loss — a caution that avoided-cost valuation alone does not guarantee long-term protection without active enforcement.
