NITA-U's UDAP-GovNet digital-skills training for persons with disabilities

Uganda's National Information Technology Authority (NITA-U) has been building the Uganda Digital Acceleration Project–Government Network (UDAP-GovNet), and used it to run a targeted digital-inclusion effort for persons with disabilities, in a country where roughly 16% of the population of about 37.5 million lives with a disability, according to figures cited by digital-rights researchers.
Under UDAP-GovNet, NITA-U and partner Smart Ideas delivered a three-month digital-skills training programme, concluded by May 2026, for 38 participants with visual, hearing and physical impairments, covering basic computer use, internet navigation and digital content creation. A stakeholder dialogue convened by NITA-U brought together government bodies, disability organisations, private-sector and academic partners to shape a longer-term accessible-digital-services agenda.
Reported outcomes are descriptive: participant Simon Peter Kaggwa is quoted describing newly gained confidence using a computer and creating digital content, but no independent pre/post skills assessment or completion-rate data has been published, and the 38-person cohort is small relative to Uganda's estimated disabled population of several million. This is best read as an early pilot rather than a proven, at-scale model.
