Slovakia's First Web-Accessibility Monitoring Cycle: 30% Perceivable, 34% Robust

Under Article 8 of Directive (EU) 2016/2102, the Ministry of Investments, Regional Development and Informatization of the Slovak Republic (MIRRI SR) - through its ITVS Control, Administrative Procedures and Standards Department - is Slovakia's designated web-accessibility monitoring authority, required to report results to the European Commission every three years.
For the first reporting period, MIRRI SR ran simplified monitoring on 195 websites (31 central state-administration sites, 100 further state-administration sites, and 64 territorial self-government sites spanning 8 self-governing regions and 56 towns and villages) plus in-depth testing on 19 websites. The average scores recorded across the four WCAG principles were: perceivability 30%, operability 56%, understandability 63%, and robustness 34% - perceivability and robustness standing out as the weakest areas nationally.
The European Commission's 2024 AccessibleEU Annual Report for Slovakia cites these same monitoring results as the country's evidentiary digital-accessibility baseline. By contrast, it documents that Slovakia's parallel physical-accessibility surveys show measurable year-on-year improvement (accessible building-entry rates rising from 33% to 47% of respondents between 2022 and 2024) - and it flags, as an open monitoring risk, that no updated nationwide digital-accessibility score was yet available for the second reporting cycle at the time of writing.
