Czech Republic's DIA Accessibility-Statement Monitoring: 25.8% to 15.7% to 56.6%

Under EU Directive 2016/2102, responsibility for monitoring the accessibility of Czech public-sector websites and mobile apps passed from the Ministry of the Interior to the newly created Digital and Information Agency (DIA) on 1 April 2023. DIA tests sites against WCAG/EN 301 549 and separately checks whether each one publishes a legally required, fully compliant accessibility statement.
In 2022, only 25.8% of the 360 monitored entities had a fully compliant accessibility statement (73.9% did not). In 2023, compliance fell further to 15.7% of 470 entities monitored. In 2024, compliance rose sharply to 56.6% of 487 entities, though more than 40% still had deficiencies. DIA's separate 2024 annual activity report cites 460 individual site inspections, with the most common technical faults being poor information structure, unclear link text and insufficient colour contrast - a picture independently echoed by the Czech technology outlet Computertrends, which reported from DIA's annual report that nearly half of inspected bodies still lacked a proper accessibility statement.
DIA's own report attributes the 2023 dip to slow rollout of new requirements and gaps in official guidance, and credits the 2024 rebound to increased enforcement attention following the agency's creation. It explicitly flags that over 40% of entities remain non-compliant heading into 2025 and calls for more automation-assisted control tools and training - an honest account of a compliance record that got worse before it got better.
