Sweden's Norrsken Foundation opened a startup campus in Kigali in Dec 2021, inaugurated by President Kagame; by 2024 it hosted 1,300+ entrepreneurs on a ~12,000m² campus, though Sifted notes Kigali still draws far less VC funding than regional peers.
Kigali's startup ecosystem lacked the venture capital density and unicorn track record of regional peers such as Lagos, Nairobi, Cairo and Cape Town when the Swedish Norrsken Foundation chose it for its first major international expansion.
To replicate Norrsken's Stockholm-founded 'impact entrepreneurship' campus model in East Africa, as the first of a planned network of up to 25 houses worldwide, building local entrepreneurship capacity.
Norrsken House Kigali, housed in a renovated Belgian school building in Kigali's finance district, opened in December 2021, inaugurated by President Paul Kagame. Initial tenants included startups PesaChoice, SPENN, Fixa, BioMassters and ZoraBots, alongside partner organisations Katapult VC, the Bestseller Foundation, the Howard G. Buffett Foundation and the Novartis Foundation's East Africa health-tech hub.
The hub opened with roughly 250 entrepreneurs, targeting 1,000 by the end of 2022; later reporting describes an expanded ~12,000 m² campus hosting over 1,300 entrepreneurs, with capacity plans for up to 1,500. Norrsken's overall network of five funds has raised over €750 million backing 150+ startups, though this spans all Norrsken locations, not Kigali alone.
Norrsken House Kigali shows real, independently-verified scale and high-profile institutional backing, but not yet an independently evaluated track record of startup outcomes; Norrsken's own leadership has described the expansion as an experimental, deliberately context-adapted model.
