Context

New Zealand Qualifications Authority (NZQA) began formally registering micro-credentials in August 2018 - standalone, quality-assured, government-recognised short courses of 5-40 credits. Open Polytechnic, part of the Te Pukenga vocational network, developed two AI-specific micro-credentials with telecom operator Spark New Zealand.

Objectives

Offer quality-assured short AI courses: 'Introduction to Generative Artificial Intelligence' (MC5239, Level 3, 4 credits, up to 8 weeks online, NZD 104), covering practical use, ethics and Maori data sovereignty; and 'Artificial Intelligence for Business Leaders' (MC5352, Level 5, 5 credits, up to 10 weeks, NZD 199-210, launched December 2025), aimed at managers adopting and governing generative-AI tools.

Results

Scheme-wide (not AI-specific) government data show real uptake growth: NZQA's register held 140 approved micro-credentials by March 2021 (Otago Polytechnic alone held 25), and enrolments across polytechnics, industry training organisations and private providers rose from 235 learners in 2019 to 1,806 in 2020. No enrolment or completion figures specific to the two AI credentials were publicly available at the time of writing.

Conclusions

The 2021 joint Ministry of Education/Tertiary Education Commission/NZQA report is candid that approvals were 'lower than anticipated', citing cost-sharing and funding-reuse barriers and low initial learner/employer awareness; a peer-reviewed 2022 study reached similar conclusions about stakeholder clarity.
