After the 2010–11 Canterbury earthquakes, the Crown bought out roughly 8,000 liquefaction-hit properties along the Ōtākaro/Avon River and is converting the 600-hectare red zone into an 11 km green corridor with new wetlands treating stormwater from ~25,000 properties.
The 2010 and 2011 Canterbury earthquakes caused severe, repeated liquefaction along the Ōtākaro/Avon River in eastern Christchurch, where more than 5,000 households once lived. Deemed unsafe to rebuild on, the land was voluntarily bought out by the Crown — one part of a wider Christchurch red-zone buyout that removed or demolished over 8,000 properties city-wide at an initial estimated cost of around NZ$600 million.
Governance passed through a documented sequence: the Canterbury Earthquake Recovery Authority (CERA, established April 2011) managed the initial buyout and wound down from late 2015; Toitū Te Whenua (Land Information New Zealand) then managed the Crown-owned red-zone land; and, following a September 2019 Global Settlement Agreement, ownership progressively transferred to Christchurch City Council, completing in June 2023 for the roughly 600-hectare, ~5,500-title Ōtākaro Avon River Corridor.
The adopted Regeneration Plan reimagines the corridor as an 11 km 'green spine' — up to 150 metres wide on each side of the river — running from the city centre to the sea, with a stated primary function of ecological restoration and flood/hazard adaptation. It includes an engineered 31-hectare wetland treating stormwater runoff from roughly 10,000 properties and a further 49 hectares of wetlands elsewhere in the corridor treating runoff from another 15,000 properties (about 25,000 properties in total). The plan followed public consultation gathering over 5,000 community ideas, in which a Nielsen survey found 83% of respondents prioritised groundwater quality and 72% prioritised river, stream, lake and wetland water quality; council volunteer replanting events (e.g. 400 volunteers at a 2025 'Big Give' event) continue the corridor's build-out.
This is a large, still-unfolding programme: no independent figures for total carbon sequestered, species recovered, or final project cost were found in the sources reviewed, and full ecological build-out will take years beyond the 2023 governance handover — so its ecological outcomes should be read as planned and partly implemented rather than fully realised and measured.
