On 15 July 2025, the Government of Burkina Faso and the African Development Bank (AfDB) launched the third phase of the Support Project for Youth Employment and Skills Development in Rural Areas (PADEJ-MR) in Ouagadougou. The project has a total cost of €13.62 million, financed mainly through a €12.25 million AfDB grant, and aims to promote the economic empowerment and resilience of rural youth through entrepreneurship.
Under this phase, a multisector incubator mechanism supports 65 young entrepreneurs across four rural regions of the country. Participants receive technical support, targeted training in financial management, personalised coaching, and help developing business plans that can qualify for start-up funding, spanning sectors such as agro-processing and rural services.
Because this is a newly launched phase, no independent evaluation of business survival, income change or job creation has yet been published; the project's evidence base currently rests on its documented financing structure and beneficiary targets rather than measured outcomes. As an AfDB-financed, government-implemented rural incubator, it follows a model the Bank has applied in other African countries, offering a test case for whether coached, capital-linked incubation can take root in a low-resource, security-constrained rural setting.
