Panama's education ministry is investing $26.6 million to equip 54,000 public-school teachers with AI-capable, offline-functioning laptops and Intel-developed training; 15,000 units and training for roughly half the teaching corps have already been delivered.
Panama's Ministry of Education (MEDUCA) is rolling out laptops with on-device AI capability, designed to work without an internet connection, to teachers across the official public-school system, bundled with training built on Intel's donated "Skills for Innovation" curriculum.

No independent study of learning outcomes exists yet; the 95% figure reflects self-reported training satisfaction, not classroom or student impact. MEDUCA's own claim to be "the first country in the world" to equip its entire official-sector teaching corps this way could not be independently verified.
