Poland. Business Harbour — Fast-Track Relocation for Foreign IT Talent

Poland. Business Harbour is a national fast-track visa and relocation programme for foreign IT professionals, assembled in roughly one week in August 2020 by Poland's Ministry of Development, the Polish Investment and Trade Agency (PAIH), GovTech Polska (within the Prime Minister's Chancellery), the Ministry of Foreign Affairs, the Polish Agency for Enterprise Development (PARP) and the Startup Hub Poland foundation. It was a direct response to the crackdown that followed Belarus's disputed August 2020 presidential election, offering Belarusian IT specialists with an engineering degree or relevant industry experience an expedited visa route, business-registration help, relocation support for employees and families, links to local governments and Special Economic Zones, and a 24/7 multilingual hotline.

By the end of 2020 about 2,500 visas had been issued; by July 2021 the total reached almost 14,000. According to Justyna Orlowska, Undersecretary for GovTech in the Prime Minister's Office, cited by Euronews in 2023, PAIH had by then serviced over 140 companies, almost 49,000 relocation requests had been submitted, roughly €180 million in associated investment had been brought into Poland, and around 55,000 Business Harbour visas had been issued in total — addressing a share of Poland's roughly 100,000 unfilled programmer vacancies. In 2022 the scheme was expanded to cover IT professionals from Georgia, Azerbaijan and Moldova as well, and the large majority of the nearly 49,000 relocation requests were submitted after Russia's February 2022 invasion of Ukraine, as tech workers across the region sought to relocate west.

The evidence here comes mainly from the implementing government agencies rather than an independent third-party audit, and the figures reported (visas issued, relocation requests, investment euros) are not always clearly distinguished from one another in public communications. As a national visa policy rather than a city-run programme, its effects are concentrated in — but not confined to — Warsaw, with Kraków and Wrocław also significant landing points; downstream effects on local wages, housing markets or public services in these cities have not been separately measured. The scheme's rapid post-2022 growth also means it has functioned as much as crisis response to war and repression as a deliberately designed long-term talent strategy.
