Premium Residency Program — Saudi Arabia's Talent & Investor Residency Track

Saudi Arabia's Premium Residency Program, administered by the government's Premium Residency Center, offers non-citizens a long-term or permanent residence permit — decoupled from employer sponsorship — that grants property ownership rights, freedom to invest and travel without exit/re-entry visas, and the ability to bring dependents. It launched in 2019 as part of Vision 2030's push to reduce reliance on the kafala sponsorship system and attract global talent and capital.

The scheme started small (73 permits to applicants from 19 nationalities in its first 2019 batch) and stayed largely dormant through 2020–2023. A 2024 relaunch added five categories — Exceptional Talent, Talent, Business Investor, Entrepreneur and Property Owner — and uptake jumped sharply: a record 8,074 permits were issued in 2024 alone, with cumulative applications exceeding 40,000 between January 2024 and July 2025.

Category breakdowns show the growth concentrated among 'Competence' holders (5,578 of the 8,074 permits in 2024) and investors (1,238 cumulative), while the dedicated Talent category remained comparatively small (348 in 2024; 685 cumulative in the tech/research track). Combined with steep fees — up to SAR 800,000 (roughly $213,000) for the permanent permit — this suggests the programme functions more as an investor/wealth-residency instrument than a mass-market skilled-migration channel, even as it grows quickly in absolute terms.
