Since 2004 the Dutch government has funded SMEs through phased SBIR R&D contracts on behalf of ministries, spending about EUR 8M/year, but its own 2010 evaluation found impact too early to judge and flagged uneven ministry uptake.

Context

SBIR, rebranded the Innovation Impact Challenge in December 2024, began as a 2004 pilot by the Dutch Ministry of Economic Affairs, run by the Netherlands Enterprise Agency (RVO) on behalf of contracting ministries.

Activities

The phased structure funds a feasibility study (Phase 1), a development contract (Phase 2), and a market/launching-customer phase without further R&D funding.

Results

Cumulative spending since 2004 totals roughly EUR 102 million; in 2024 four tenders ran with a combined EUR 6.48 million budget, drawing 82 offers of which 40 were accepted, a roughly 49% success rate.

Conclusions

The programme's own first evaluation (2010) concluded it was too early to judge cost-effectiveness and found government organisations use the instrument unevenly across departments and years.
