Description
Servizio Civile Digitale is a measure of Italy's National Recovery and Resilience Plan (PNRR, measure 1.7.1) and one of the actions of the Repubblica Digitale national digital skills strategy. It is run jointly by the Department for Digital Transformation and the Department for Youth Policies and Universal Civil Service. Young volunteers follow an extended training path, with certification based on the EU DigComp framework, and then work as digital facilitators in participating organisations: running assistance points and delivering digital education to groups at risk of exclusion. A 2021 pilot trained about 1,000 volunteers. The programme page states objectives for 2022-2025: about 8,300 volunteers and at least 700,000 digital education initiatives. Agenda Digitale cites an earlier PNRR ambition of about 10,000 volunteers reaching about 1 million citizens, in a country where about 58% of people (26 million) lacked adequate digital skills, with a goal of 70% having basic skills by 2026. Caveat: the sources consulted give targets and design, not achieved results or any independent evaluation, and the measure is time-limited by the PNRR calendar, so the evidence base is thin.
