Singapore targets 100% accessible high-traffic government websites by 2030 (61% at baseline), backed by WCAG 2.1 AA standards, a GovTech A11y team and the open-source Oobee tool. Progress is unreported; private sector is voluntary.

Description

Singapore's Enabling Masterplan 2030 (EMP2030), led by the Ministry of Social and Family Development, sets a national target that all high-traffic government websites (at least one million visits a year) meet accessibility standards by 2030. At the time of the plan's publication only 61% of such sites were fully accessible.
Delivery rests on the Digital Service Standards (WCAG 2.1 Level AA for public agencies) and on GovTech's Accessibility Enabling Team (A11y Team), set up in 2022, which offers consulting, training and open-source tooling to government product teams. Its free open-source testing tool Oobee (formerly Purple A11y) lets teams scan sites for WCAG issues.
Limits: the 61% figure is a baseline, and the sources consulted report no later measured progress, so impact is not yet evidenced. The standard binds government only; for the private sector the IMDA merely recommends WCAG 2.1 AA, and EMP2030 itself is a policy roadmap, not a law.
