Context
Since 2014 Hong Kong's government has run the 'Smart Silver' ICT Outreach Programme for Elders, in which non-profit partner organisations visit elderly residents to introduce everyday digital tools; an Enriched ICT Training Programme (2019) and a dedicated Elderly IT Learning Portal extend the offer to the iAM Smart digital identity, e-payments and cyber security.
Results
Cumulative participation exceeds 150,000 elderly people; the round announced in June 2025 alone is expected to reach at least 45,000 more seniors through 400+ mobile digital service-station activities, and since December 2024 the SIE Fund has allocated HK$100 million to 12 district organisations running walk-in community digital support stations across all 18 districts.
