Socio-Economic Resilience Strengthening Project - Youth Digital Literacy

The Socio-Economic Resilience Strengthening Project (SERSP) is a Tajik government programme financed by a World Bank International Development Association (IDA) loan, implemented by the National Social Investment Fund of Tajikistan (NSIFT) between 2020 and 2025. It targets disadvantaged and economically inactive young people aged 16-30 in the Khatlon region and the Gorno-Badakhshan Autonomous Region (GBAO).

A youth-services sub-component finances a training package combining social entrepreneurship, critical thinking, healthy-lifestyle education and digital literacy skills. According to the World Bank's own results reporting, over 10,000 youth have been trained through this package, of whom 5,279 went on to receive further livelihood support through entrepreneurship training. The project also refurbished 17 youth centres and completed 53 community infrastructure projects by 2023.

The World Bank reports that the share of female beneficiaries participating in project planning, decision-making or monitoring rose from 0% to 56% over the life of the project.

Public World Bank reporting bundles the digital literacy strand together with entrepreneurship and soft-skills training and does not disaggregate outcomes specific to digital competency, so the reach and participation figures above describe the training package as a whole rather than digital literacy in isolation. An independent project-monitoring database (Rights in Development / Early Warning System) confirms the project's funder, budget and target population but does not itself report the training outcome figures, which come from the World Bank's own results page.
