Context

Mobile School VZW (Belgium) led a transnational Erasmus+ project with ARSIS and PRAKSIS (Greece) and CME (Poland) to give street educators and youth workers a digital case-management tool for non-formal education, addressing the lack of shared, trustworthy indicators and safe data systems for tracking work with vulnerable children and youth (including NEETs).

Objectives

Help street educators and youth workers efficiently measure and monitor the impact of non-formal education activities on individual children, while protecting children's data and offering fresh ideas for educational activities.

Activities

The project ran through research, development and testing phases, producing three modules: StreetSmart Impact (a smartphone app to track activities and participation per child), StreetSmart Play (a content-sharing platform of educational games), and StreetSmart Learn (a training/data-driven activity-matching module, under construction at the time of the record, expected 2021). The team identified common non-formal-education impact indicators, built a protected/anonymising database, and developed user dashboards for project-level reporting.

Conclusions

A research report (Intellectual Output 1) examined how case management is perceived in street/youth work, what mobile tools already exist, which indicators are useful, and how children's data can be protected — this informed the tool's design, but no outcome evaluation of impact on children/youth is reported.

Implementation

Indicative cost
Medium (€50k–€500k) — Involves a 4-partner transnational consortium and 17 operational staff building a smartphone app, content platform and encrypted database — a moderate-cost digital-tool development effort.
Time to results
Medium (1–3 years) — Development ran through research, build and test phases from August 2017 to August 2018, with the Learn module targeted for release in early 2021.
Staffing & skills
Street educators and youth workers as end users, 17 operational staff across the 4-partner consortium (Mobile School VZW, ARSIS, PRAKSIS, CME)

Conditions for success

  • Cross-country consortium bringing experience with different target groups (Belgium, Greece, Poland)
  • Data-encryption/anonymisation system to protect children's privacy once data leaves project level
  • User-friendly dashboards so youth workers can act on the data they collect

Common failure modes

  • StreetSmart Learn module was still under construction, so the full toolset was incomplete at time of record
  • No outcome evaluation on children's wellbeing or educational impact, only tool development documented
  • Depends on youth workers' willingness/capacity to adopt a new digital case-management habit
