Talent Boost — Finland's Cross-Ministerial Programme for International Talent

Talent Boost is an intersectoral Finnish government programme, jointly coordinated by the Ministry of Economic Affairs and Employment and the Ministry of Education and Culture, aimed at work- and education-based immigration. Its 2023–2027 phase prioritises recruitment from four target countries (India, Brazil, Vietnam, the Philippines) for higher-education, healthcare/social-welfare and export-industry roles.

The programme funds 'Talent Boost' and International House services delivered through universities such as Metropolia, JAMK and the University of Jyväskylä alongside regional employer networks, aiming to attract and retain international specialists and students.

Coordination spans immigration, education and labour-market policy across two ministries, delivered through university service points and employer networks, and has run continuously since 2017 across two government terms.

Statistics Finland data show the employment rate of foreign degree graduates three years after graduating rose from 42% in 2018 to 53% in 2023, versus a stable 87–88% for Finnish graduates. Foreign graduates in cleaning/restaurant-assistance roles fell from 9% to 6% between 2020 and 2023, while 63% of foreign graduates held expert-level positions in 2023 versus 77% of Finnish graduates.

These figures describe a genuine, well-documented national trend coinciding with the programme's active years, though the sources reviewed do not isolate the programme's own causal contribution from other labour-market and demographic factors. The programme's clearest strength is durability: continuous operation since 2017 across ministries, universities and employer bodies, with an explicit funded 2023–2027 successor phase.
