Context
In October 2023, Taiwan's Ministry of Digital Affairs, under Digital Minister Audrey Tang, partnered with the AI Objectives Institute and the Collective Intelligence Project to pilot Talk to the City -- an open-source LLM tool that clusters free-text opinions into visualised groups of shared views -- inside a series of 'Alignment Assemblies' on AI governance.
Results
Four deliberative workshops covering large language model development, medical AI, education and Web3 brought together more than 400 participants who generated over 2,000 individual opinions. The tool used GPT-4-based transcription and clustering to surface areas of consensus and disagreement in near real time.
Conclusions
Participants and organisers reported the tool made large-scale deliberation more legible to non-experts, but independent coverage found no published quantitative accuracy or policy-impact metrics -- the assemblies are documented as a methodology pilot, not yet a routine, audited governance function.
