Tartu, Estonia's second-largest city (95,000 inhabitants), has built one of Europe's most evidence-dense smart-city programmes, combining building retrofits, clean transport, IoT infrastructure and autonomous mobility in a coherent urban testbed.
The cornerstone is the EU-funded SmartENCity project (2016–): 17 Soviet-era apartment buildings ("khrushchyovkas") were retrofitted with smart insulation, sensors and energy management, transforming them into "smartovkas". The programme is projected to reduce the housing sector's energy consumption by 20%. Parallel interventions include 65 electric bike-sharing stations (since mid-2019), 60 biogas buses replacing the diesel fleet, and over 300 smart LED street lights with adaptive controllers responding to weather and traffic. In 2020–2021, Tartu ran an autonomous vehicle experiment across 26 on-demand stops connected by 66 km of roads — the most extensive autonomous public-transport test in the Baltic states.
In 2022, the European Commission selected Tartu from 377 applicants as one of 100 cities in its "Climate-Neutral and Smart Cities Mission 2030" — the only Estonian city in the cohort. This unlocks dedicated EU co-funding and embeds Tartu in a European learning community.
The programme is coordinated by the City of Tartu in partnership with the University of Tartu, Bercman Technologies, Traffest and the FinEst Centre for Smart Cities (a cross-border Helsinki–Tallinn–Tartu research hub). Tartu also served as European Capital of Culture 2024, demonstrating how digital and cultural innovation can advance in tandem.
