EE00Tartu, Estonia's second city, combined building retrofits, clean transport, IoT infrastructure and autonomous mobility in a coherent smart-city testbed, anchored by the EU-funded SmartENCity project retrofitting 17 Soviet-era apartment blocks.
SmartENCity is projected to cut the housing sector's energy consumption by 20%; the city deployed 65 e-bike-sharing stations, 60 biogas buses and 300+ smart LED street lights, and ran a 2020-2021 autonomous-vehicle pilot across 26 stops and 66km of roads. In 2022, Tartu was selected from 377 applicants as the only Estonian city in the EU's 100 Climate-Neutral and Smart Cities Mission.
