Context

Tunduk is Kyrgyzstan's national data-exchange layer, adapted from Estonia's open-source X-Road technology and operated since 2018 by the dedicated Tunduk State Enterprise. It links government databases so citizens no longer need to collect paper certificates from one agency to present to another, and is complemented by a Unified Identification and Authentication System (ESI) for digital identity and e-signatures. The rollout was co-financed by a $50 million World Bank Digital CASA – Kyrgyz Republic Project approved in 2018.

Results

The connected service count grew from an initial 60 to 165 public services by August 2024, linking 37 state agencies (185 public and commercial institutions by mid-2025). ESI had 1.5 million registered users and 2.45 million cloud-based electronic signatures had been issued by August 2025. Annual transaction volume on the platform rose from about 363,000 in 2018 to roughly 3.5 billion in 2024. A January 2026 Digital Public Goods Alliance case study, compiled from Tunduk's own operational reporting, estimates citizens saved 21 million hours and $19 million in 2024 alone, with government savings of about $13.7 million that year.

Conclusions

These savings estimates come from Tunduk's own operational data as compiled by the case-study authors rather than an independent audit, and no public data-protection impact assessment specific to Tunduk was found; Kyrgyzstan's 2021 personal-data law provides the general legal safeguard framework for the linked databases.
