Description
Uruguay's Modelo de Calidad con Equidad de Género emerged in 2008 as a joint initiative of Inmujeres-MIDES and the Office of Planning and Budget, supported by UNDP, UNIFEM (now UN Women) and the Technological Laboratory of Uruguay (LATU). It recognises public and private organisations that run a quality-management system with gender equity: they make inequities visible, plan actions and carry them out each year. Certification has several levels of incorporation. The pilot involved the electricity (UTE), water (OSE) and telecoms (ANTEL) utilities, the oil company ANCAP and the Port Authority (ANP). Inmujeres formally recognised these five public companies in 2009–2010, citing gender-awareness training of more than 1,000 people. University faculties of the Universidad de la República, the Banco Central del Uruguay and the Ministry of Industry, Energy and Mining have since been certified. On 22 March 2023 Inmujeres launched the fourth version of the model; the government reported that about 14 public institutions then complied with it. Caveat: available sources report certifications and training outputs; none reviewed measures effects on pay gaps, promotions or women's employment, so outcomes are not evidenced.
