In 2013 Costa Rica approved the INTE G38 national standard for gender-equality management systems through Executive Decree 37905-MP-MCM, which also set the procedures and bodies that award the Gender Equality Seal. INAMU runs the seal with UNDP support. Organisations must document gender gaps and then set objectives and goals in areas such as recruitment, compensation, harassment, working hours and occupational health and safety.
A revised INTE G38:2021 series (three parts) covers basic gap-identification requirements, affirmative actions and additional levels. UNDP reports that 67 organisations publicly committed to gender equality in their processes and 136 began a gender-equality management system, and that seven didactic tools and a certifying body capable of auditing the standard were created.
Certified employers include Travel Excellence (2017, tourism), Holcim (2019, first in industry), BN Fondos (2020, finance) and Boston Scientific, certified at level 2 under INTE G38:2021.
Caveat: the sources document outputs (commitments, certifications, tools), not measured changes in pay gaps or women's careers, so impact on outcomes remains unevidenced. The 2002 national policy and 2006 pilot preceded the standard.
