Description

Văcărești was meant to be a Ceaușescu-era reservoir linking Bucharest to the Danube; works were abandoned after 1989 and the concrete-walled basin filled with water and vegetation without human management. Civic campaigning led to protected status in 2014 and designation in 2016 as Romania's first urban natural park (IUCN Category V, Protected Landscape), covering about 183–184 hectares only a few kilometres from the city centre.
Sources agree it is the most biodiverse area in Bucharest but differ on counts: published figures range from at least 138 to about 175 bird species and over 300 plant species, so the exact number should be treated as approximate. Mammals such as otter and fox and amphibians and reptiles are reported. Bucharest City Hall and an NGO jointly administer the park; the NGO's activity has relied on private sponsorship and donations, with applications to public biodiversity calls.
Cautionary points: reed fires and poaching still occur, released exotic species such as the yellow-bellied slider threaten natives, and the circular shape and surrounding concrete walls limit ecological and public connectivity. No quantified flood-retention or carbon figures were found, so the evidence is mainly biodiversity inventories rather than controlled evaluation. The case shows a low-cost route to urban nature protection by recognising spontaneous rewilding, with governance lessons on securing stable public funding.
