What works in Azerbaijan

Azerbaijan has implemented several high-profile digital governance innovations: ASAN Xidmet's one-stop service centres operate across ~20–27 locations with 97 participating institutions and won the 2015 UN Public Service Award, while the State Social Protection Fund's AI-driven benefit system has scaled proactive benefit coverage from 7% to 72% (2020–2023), serving over 600,000 people and achieving 98% citizen satisfaction. However, social vulnerabilities remain: the 860 helpline for gender-based violence survivors received only 1,100+ calls over 3.5 years despite roughly one in three women reporting partner violence and only two shelters nationwide.
