What works in Montenegro

Montenegro has made measurable progress in political representation through the [Women's Political Network], which increased women in national parliament from 11% to 24% and in local parliaments from 8% to 26% between 2017–2021. The country is also closing digital access gaps in education, with a [joint UNICEF–UNESCO–ILO programme] training 170 ICT coordinators and reaching over 6,000 students across initially 12 schools, now expanded to 102 nationwide, with explicit equity targets including a 48% girls quota. Additionally, Montenegro's [Judicial Council is piloting an AI-based case-law system] at the Commercial Court with EU backing, though no usage or accuracy figures have been published yet ahead of a planned 2027 national rollout.
