Description

The Philippines' Department of Information and Communications Technology (DICT) expanded its partnership with Google Cloud in 2026 to deploy Gemini Enterprise and Google Workspace to civil servants through a new eMarketplace platform, which launched in the first quarter of the year. An initial 50,000 public servants received access, with DICT and Google Cloud targeting expansion to more than 200,000 public servants within 18 months.
DICT Secretary Henry Rhoel Aguda framed the effort around removing "bureaucratic friction" and improving productivity, positioning it as a move from isolated pilots to institutional, government-wide rollout, paired with upskilling programmes for staff.
Alongside the technical rollout, DICT and the Civil Service Commission issued Joint Memorandum Circular No. 003, Series of 2026 (effective June 9, 2026), establishing a principles-based governance framework for ethical AI use across the public sector, including accountability requirements that extend to third-party AI vendors serving government agencies. Public reporting to date covers deployment scale and the accompanying governance framework; no independent data on productivity gains, error rates or cost savings from the Gemini rollout has yet been published.
