Context

Burkina Faso recorded 15,614 road accidents, 20,617 medical evacuations and 345 deaths in 2025, with more than 11,000 accidents and roughly 650 deaths in the first half of 2026 alone.

Objectives

Automatically detect and fine four categories of traffic violation — running red lights, not wearing a seatbelt, using a handheld phone while driving, and speeding — without an officer present, using high-definition cameras paired with AI and automatic licence-plate recognition.

Activities

The intelligent traffic monitoring system (ITMS) was piloted from 7 April 2026 and made fully operational on 1 August 2026 in Ouagadougou. Detections are cross-referenced against the vehicle-owner database held by the road transport authority (DGTTM) and Burkina Faso's e-Contravention system; the registered owner then receives an SMS notice with a payment link to the Faso Arzeka mobile-money platform, with speeding fines ranging from 6,000 to 12,000 CFA francs. Vehicles can be immobilised at checkpoints after a month of non-payment, and a central Network Operating Center supervises the camera network.

Results

Independent press (Ecofin Agency, We Are Tech Africa, AllAfrica) reported that the system flagged over 1,000 violations within its first 12 hours of full operation, while only five violators had paid their fines by midday on launch day — an early gap between detection and payment compliance. Authorities have stated plans to triple or quadruple the camera network by 2027 and extend it nationally.
