Bhutan's Ministry of Education, with €1m from the EU and UNICEF support, launched an Education Technology Framework in July 2025 and a Digital Literacy Plan in December 2025 naming ethical AI use as teachers' eighth digital-competency standard.
On 11 July 2025, Bhutan's Ministry of Education and Skills Development (MoESD), the EU and UNICEF launched the Education Technology Framework (ETF), backed by €1 million in EU funding, to set standards for connectivity, digital content and capacity-building from early childhood through secondary education.
Build teacher digital competency, including a 'human-centred and ethical' approach to AI as the eighth of eight named digital-competency standards, alongside cybersecurity, data privacy and Bhutanese values.
On 13 December 2025 the Ministry followed with a Digital Literacy Capacity Building Plan for educators, implemented through Professional Learning Communities at school, district and national level; it sits alongside Bhutan's existing Eduten AI-adaptive mathematics platform (already rolled out nationally in Grades 4-6) and a UNICEF/PubCoder accessible-textbook programme for students with disabilities.
Official Bhutanese, EU and UN sources agree on the funding figure and launch dates, but none publishes participation numbers, a training completion timeline, or measures of whether the ethical-AI standard has changed classroom practice; the framework should be read as a governance and standard-setting achievement, not yet a demonstrated capability-building result.
