Bologna's Città 30 (Jan 2024) cut speeds to 30 km/h on ~70% of roads; city data show road deaths down 49% and serious accidents down 31% in year one against a two-year average, with caveats on motorcyclists.
Bologna set a 30 km/h limit on about 70% of its municipal roads from January 2024 (Città 30). The city's first-year data compare 15 Jan 2024–12 Jan 2025 with the average of the two previous years.
Reported results: road deaths fell 48.7% to 10, with no pedestrian deaths for the first time since 1991; total accidents fell 13.1%, injuries 11.1% and serious (red-code) accidents 31%. Overall traffic fell about 5% (around 11,000 fewer vehicles on an average weekday), bike flows rose 10% and bike-sharing rides 69%. Hourly NO2 at the San Felice station averaged 29 µg/m³ in 2024 versus 41 in 2022–23.
Caveats: figures are mostly city-reported with no control city, and different sources use different baselines (e.g. fatal accidents 15 to 9 versus 2023 alone). Cyclists involved in accidents rose 5.9% (409 to 433), and regional-observatory data cited by the press show motorcyclist deaths in the metropolitan area rising from 11 to 15 in 2024. Enforcement was limited: 89 speeding fines in 30 km/h zones in 2024. A legal challenge led by taxi interests was rejected by a regional court and is under appeal.
