Context

BRISE-Vienna is a collaboration between the City of Vienna, TU Wien and technology and architecture partners to digitise and partially automate building permit review. Applicants submit a Building Information Model (BIM) instead of paper drawings, replacing a largely paper-based workflow that typically took around one year from submission to decision.

Activities

An AI-based verification layer automatically compares the submitted three-dimensional model against a digital reference model encoding Vienna's building regulations, identifies deviations and returns structured feedback to the applicant in near real time.

Results

Early implementation results show processing times reduced by up to 50%, cutting the average timeline to approximately six months. In March 2024 the European Institute of Public Administration (EIPA) awarded BRISE-Vienna a Good Practice Certificate in its Innovation in Public Administration category.

Conclusions

BRISE-Vienna is recognised as a reference implementation for BIM-based regulatory compliance checking in Europe, and replication discussions with other Austrian municipalities and EU cities are under way, though open questions remain about explainability of AI-flagged deviations for applicants who wish to contest them and whether the approach can extend to more complex permit domains.
