Context
PACTDIGITAL is a $150M World Bank IDA-financed programme (effective September 2024) to expand affordable rural broadband, digitise public services and build digital skills in Burkina Faso, explicitly prioritising internally displaced persons and communities facing climate shocks and insecurity, alongside women, youth and people with disabilities.
Objectives
Five components: expanding digital connectivity for digital inclusion ($57M), accelerating digital transformation of public services, developing digital skills, project management, and a contingent emergency response component — building on two earlier connectivity operations (WARCIP-BF, e-Burkina).
Activities
By the project's third implementation-support mission (8-12 December 2025), an e-Patient platform and the justice sector's administrative legal-proceedings platform (operational since 15 December 2025) had launched, while procurement for rural broadband deployment remained in its final stage, with operators still to sign contracts.
Results
No villages or households had yet been connected under the project's own connectivity component as of December 2025, though a separate, non-PACTDIGITAL 'zero white zones' push reported over 130 newly covered localities in 2024, targeting 500 more in 2025. Burkina Faso ranked 175th of 193 countries on the UN E-Government Development Index (0.29/1.0).
Conclusions
Progress is uneven: digital public-service platforms are live, but the rural-connectivity component most directly tied to closing the digital-inclusion gap for displaced and remote populations was still in procurement as of the latest reviewed mission; findings rely on the World Bank's own implementation reporting, with no independent completion evaluation yet.
